Hi Jenny welcome to PCHHQ 
To reinstall Windows XP by starting your computer from the Windows XP CD, follow these steps:
1. Insert the Windows XP CD into your computer's CD drive or DVD drive, and then restart your computer.
2. When you receive the "Press any key to boot from CD" message on the screen, press a key to start your computer from the Windows XP CD.
3. The following message on the Welcome to Setup screen will appear:
This portion of the Setup program prepares Microsoft Windows XP to run on your computer: To setup Windows XP now, press ENTER. To repair a Windows XP installation by using Recovery Console, press R. To quit Setup without installing Windows XP, press F3.
4. Press ENTER to set up Windows XP.
5. On the Windows XP Licensing Agreement screen, press F8 to agree to the license agreement.
6. Make sure that your current installation of Windows XP is selected in the box, and then press R to repair Windows XP.
7. Follow the instructions that appear on the screen to reinstall Windows XP. After you repair Windows XP, you may have to reactivate your copy of Windows XP.

when I insert the XP CD the screen goes black for about 15 seconds with a blinking underscore. Then a 3 second countdown begins it says : "gateway system recovery press 'r' to display gateway system recovery options." and that's it.. am I doing something wrong?
After i push "r" says press 'R' for standard gateway system recovery options. you will boot into the recovery partition or on cd if no recovery partition is found.
Press 'q' to quit and to boot the OS on hard disk.
Then after pushing r it just asks me how i want to restore my computer..

Have you went into the BIOS and set the boot order to boot from the CD/DVD first?

When you initially turn on your pc, you will see a loading screen with a picture, and usually tells you what key to press to enter the bios. When you press this key, it will enter you into the BIOS where you can change some settings. Could you give me the model of your pc before you enter the BIOS please?

When your pc starts up, tap the F2 key or the Del key or F1 key (the screen should tell you which one is needed to enter the BIOS), repeatedly until you see a message saying entering setup. It should bring you to a screen that is blue with Yellow or White text.
Use your arrow keys to navigate to Advanced BIOS Features and press enter to go into that menu.
On this screen, you should see First Boot Device, Second Boot Device, Third Boot Device. Use the arrow keys to select First Boot Device and change that value to the CD/DVD drive. Press the Esc key to exit to the main menu. Then select Save & Exit Setup, make sure to save your settings, and it should now ask to boot to the Windows XP disc.
Use your arrow keys to navigate to Advanced BIOS Features and press enter to go into that menu.
On this screen, you should see First Boot Device, Second Boot Device, Third Boot Device. Use the arrow keys to select First Boot Device and change that value to the CD/DVD drive. ok figured it out.. when i go into the advanced tab and press enter i dont see any of what you specified i get
Event log capacity: space available
Event log validity: valid
View DMI event log: enter
clear all DMI event logs: No
event logging" enabled
Makr DMI events as read: enter

What does the screen say that you are on at the way top?

Try the boot tab at the top. When you change the order, navigate to the Exit tab and make sure you save changes.

Some computers allow the ability for a One time boot feature. Usually this feature is activated by tapping the F11 or F12 key. A little menu should popup and allow you to select to boot from the cd/dvd.

That means you have set your computer to boot from your network card port in the boot menu. Could you read me the list that is in the bios on the boot tab?

Remove boot from lan from the list or move it to the way bottom and that Intel thing will go away.

when i tried f11 that intel thing started going..
f12 resulted in the same thing.
