Hello Chrissy, welcome to PC Help Headquarters!
Could you please check if there are some files in a specific folder?
Click on Start->Computer
Double click on your C: drive
Double click on Program Files (Program Files (x86) if you are on a 64bit version of Vista)
Double click on Windows Live
Inside of this folder, what files do you see?

I attached a copy of the msmsgs.inf file.
Download this file and save it to: C:\Windows\inf\msmsgs.inf
Once the file has saved, try running the uninstaller from Control Panel again.

Could you please download Revo Uninstaller? It is a program that does a great job at uninstalling programs even if control panel will not let you. Here is a link to download: http://www.revounins...e_download.html
Once you have downloaded the file, install it. Once it gets to the last screen when it is done installing, check the box Run Revo Uninstaller.
When Revo Uninstaller is loaded up, make sure you are on the Uninstaller tab. In the list, look for Windows Live Essentials. If it exists, right click on it and click Uninstall. It will ask you if you are sure, click Yes and it should start uninstalling.
If it doesn't show up in the list, let me know.

Let's try this:
Download Windows Installer CleanUp Utility
